Strengthen Regional Risk Management and Planning

This investment continues ongoing efforts to strengthen and develop the San Diego Urban Area’s capabilities in risk management, preparedness planning, shared situational awareness, and strategic technology planning. Key activities are: 1) Maintain the ongoing regional Risk Management Program (RMP) to manage and update Urban Area threat/hazard data and Critical Infrastructure/Key Resources risk assessments; 2) Develop, refine, and update Urban Area core city emergency response and recovery plans; 3) Continue efforts to digitize urban and wildland target hazard plans to provide emergency responders a common set of pre-planned maps and information to improve cross-jurisdictional response; 4) Support a regional, multi-jurisdictional Maritime Emergency Preparedness  Manager; 5) Support strategic technology planning by the Regional Technology Partnership; and 6) Develop a training program and emergency shelter supply cache to address the needs of the whole community

Enhance Information Analysis and Infrastructure Protection

This investment contributes significantly to the SDUA’s efforts to enhance intelligence & information gathering, and analysis & dissemination of information in a multi-jurisdictional, multi-disciplinary approach among all government layers and the private sector. The primary projects are the maturation of our Fusion Center (LECC), which shares  intelligence information with the other 4 CA State Threat Assessment Centers (STAC) and Regional Threat Assessment Centers (RTACs); enhancement of information sharing tools for License Plate Readers (LPR), COPLINK and NetRMS; and implementing and updating technologies for live integrated networked surveillance systems for camera and sensor sharing.

CBRNE/WMD and All Hazards Response

This investment includes specialized equipment and associated training for our regional bomb squads to mitigate active shooter responses, southwest border counter improvised explosive device (IED) responses, radio controlled improvised explosive device (RCIED) responses, large vehicle borne improvised explosive device (LVBIED) responses, homemade explosive incidents, and increase our ability to respond to multiple IED incidents simultaneously.

Strengthen Communications Capabilities

This investment in continuing to build out our APCO P25 compliant interoperable  communications systems which supports the SDUA priorities by ensuring interoperable communications and maintaining the flow of critical information among multi-jurisdictional/multi-disciplinary first responders, command posts, agencies, and government officials during emergency response. This investment upgrades the transport system supporting regional public safety communications voice and data systems by procuring IP capable microwave backhaul network equipment which will serve as the transport network for P25 compliant voice systems and public safety data systems.

Strengthen Training, Exercise and Evaluation Programs

This ongoing investment will strengthen the region’s ability to detect, deter, respond to, and mitigate all-hazards incidents through a robust program focusing on NIMS compliance, WMD and Terrorism Awareness, and other prioritized training and exercises identified in the region’s Multi-Year Training & Exercise Plan (MTEP) through the following activities: funding a dedicated Regional Training Manager; Support delivery of multi-agency/disciplinary trainings per the region’s MTEP goals and objectives; Continue to build our Type 3 Regional Incident Management Team through opportunities for training & shadowing other established teams at disasters or pre-planned events; and Support the Maritime Mass Rescue Operations, and Preventive Radiological/Nuclear Detection exercises.
